He is currently the Vice-President of Information Security at First Bank. As Executive Director of the Midwest Cyber Center, Tony brings a wide variety of expertise, and a big desire to serve his community. Tony is a dynamic and passionate nonprofit leader. He is responsible for building strong programs to engage veterans and students in the cyber industry and ensuring long-term viability of the organization’s mission. Armed with her well rounded experience, she is a leading advocate for important Defense programs. Her perspective on the DoD Budget will enlighten the audience with her sense of service, honor and commitment to the arms services, the men and women who serve therein, their families, their communities and the private sector who provide the material support. |
GRC 2017 Summer Defense Industry Luncheon
“11th Year in a row – let’s do it again”
On 21 Jul the GRC held its Summer Defense Industry Luncheon at the St Louis Regional Chamber. Chapter President, Bill McCoy, announced that the GRC had received national recognition. The audience, representing over 30 small and large companies from the GRC membership, were privileged to hear our Chapter President, Bill McCoy, announce that the GRC had been chosen as a NDIA Model Chapter for 2016. That makes 11 straight years of receiving this award. “Great job on all those that helped make this possible, now let’s see what we can do for 2017.”
On 21 Jul the GRC held its Summer Defense Industry Luncheon at the St Louis Regional Chamber. Chapter President, Bill McCoy, announced that the GRC had received national recognition. The audience, representing over 30 small and large companies from the GRC membership, were privileged to hear our Chapter President, Bill McCoy, announce that the GRC had been chosen as a NDIA Model Chapter for 2016. That makes 11 straight years of receiving this award. “Great job on all those that helped make this possible, now let’s see what we can do for 2017.”
The luncheon also included a special presentation of the “Missouri Defense Supply Chain” given by John Hixson, VP Advanced Manufacturing for the St. Louis Economic Development Partnership (SLEDP). Not originally slated on the SLEDP calendar, John agreed to make the GRC luncheon a special stop. And the attendees were got more than expected!
His presentation provided the very interested audience information on the Missouri Defense Supply Chain Analysis, the Regional Defense Economy Reports and the Defense Companies Spreadsheet. He explained the analysis’ 11 recommendations and provided a slew of helpful websites. He then addressed several major issues impacting Missouri Defense contractors and gave insight as to what is available to them. One striking input he shared was “One identified asset in Missouri is collaboration. If your company is not networked, you are on a path of self-elimination. Organizations like the NDIA are where you should be involved.” John will be giving this presentation several more times through the coming months. Great Rivers Chapter Annual Meeting and Luncheon - March 4th, 2016
The Great Rivers Chapter conducted its Annual Meeting on March 4th at the Engineers Club in St Louis. The event was well attended by chapter members and representatives from a number of organizations that have interests complimentary to the NDIA mission. Organizations represented included the American Institute of Aeronautics and Astronautics, Missouri Partnership, St Louis Economic Development Partnership, Army Aviation Association of America, and the St Louis Regional Chamber.
Bill McCoy, chapter president, opened the meeting and provided an overview of the “State of the Regional Defense Industry” within the GRC geographical area. Bill noted that the dollar value of Department of Defense contracts in the regional area declined by over 44% between FY 2008 and FY 2015. Worse still, our regions market share declined from over 3.5 % of the Defense total in 2008 to under 2.9 % in 2015. Had our region maintained its 2008 market share, Defense contracts would have amounted to nearly $9.6 billion instead of $7.8 billion. He then stressed the key roles that NDIA plays in helping reverse this trend by aggressively increasing public and legislative awareness on the importance and impact of the defense industry on the regional economy.
Bill also noted that Missouri Jay Nixon has nominated NDIA GRC director, Joe Driskill, currently Executive Director of the Leonard Wood Institute, for the position of Missouri Military Affairs Advocate. Bill stressed the importance of this position to the regional Defense economy and that Joe Driskill had superlative qualifications for the position. The Missouri Senate is expected to confirm Joe in late April.
Our guest speakers, John Hixson and Brian Lane from the St Louis Economic Development Partnership, followed Bill’s presentation. John and Brian presented an in-depth look at federal spending in Missouri and Illinois, and their project initiative to 1) assist the region’s defense contractor base to modernize and diversify, 2) support expansion of the region’s exiting manufacturing, and 3) grow areas of opportunity for displaced defense workers outside the advanced manufacturing space. The presentation concluded with a discussion of the St Louis Economic Development Partnership’s plan of action to accomplish project objectives.
During the business portion of the meeting, John Hixson was elected to the Great Rivers Chapter Board of Directors. John is Vice President, Advanced Manufacturing, for the St. Louis Economic Development Partnership. No stranger to the NDIA chapter, John served previously in the positions of Board Member and President of the Board. We look forward to working with John as we plan our upcoming chapter activities.

SEMINAR ON ARMY RESEARCH AND DEVELOPMENT: NDIA LUNCHEON
On December 3rd the Great Rivers Chapters hosted a seminar luncheon focused on Army Research and Development and the interfaces with universities and industry. The event was held at the Missouri University of Science and Technology in Rolla, MO. Attending were guests from the US Army Armament Research Development and Engineering Center (ARDEC), Missouri S&T faculty and staff, and fellow NDIA members. The seminar was led by Mr Mark Mezger, Senior Technology Advisor for Energetics Development Initiatives at ARDEC, and Dr Kimberly Spangler, a chemist and technical lead providing program management oversight on ARDEC’s energetic materials synthesis and formulation efforts.

The bottom line takeaway is ARDEC is interested in partnering with academic institutions to develop advanced technologies that will facilitate the modernizations for the national technology and industrial base for defense energetics. The presentation generated lively discussion on topics related to government, university and industry partnerships such as the Federal Acquisition and Procurement Regulations, safety and environmental impacts and considerations, and the length of time required to move initiatives through the technology life cycle to fielded capabilities. There was general agreement that efforts must continue between industry, academia, and the Government to close the innovation gap.
